Update August 9--These streams are carrying full water levels. However, if you come in from the access roads at the trail heads in the National Forest on top of the mountains or from the Skyline Drive you can get good fishing.
Fish a Murray's Flying Beetle size 14 or 16 along the stream banks and below tree limbs on 6X leaders. Watch for rising trout but if you don't see many just cover the pools using slack line casts.
