Frequently when you see a pod of a dozen or more trout feeding on midges, there is a good chance that some are sipping adults from the surface of the stream while some are feeding on emergers. An effective technique that will catch many of these trout is to fish a Mr. Rapidan Midge Dry size 20 on a 9ft 6X Classic Leader and attach a size 16 Mr. Rapidan Olive Soft Hackle Nymph to 24 inches of 7X mono as a dropper attached to the bend of the dry hook with an improved clinch knot. Fish this up and across stream with a slow twitching action. Some of the trout will take the dry and some with take the soft hackle.
All of the local stocked trout streams are clear and fishable. Passage Creek in Fort Valley VA off of Rt 678 was just recently stocked.
